Preamble Clues are in normal crossword order - the bar pattern is not symmetrical – punctuation in clues may mislead.
Two clue answers are abbreviations (in Chambers 2003).
Necessary omissions from each answer in the top row can be arranged into "--------'-", the family responsible for the construction. Solvers must imitate their construction method by burying the foundations to the correct level. Ignoring the resultant gap, all entries (apart from the top row) will still be words (three of which are proper nouns).
To balance the downward movement, solvers must then move the top row "up" by an equivalent amount, thus suggesting the correct letter for the final square (ignoring the vertical bars). Final presentation of the grid will therefore show blank squares where the downward movement began and the complete construction positioned appropriately.
